This "basic build" ozone generator is fully functional out of the box.  The only thing missing is the case and the fan.

Ozone shock treatments are performed in unoccupied aras, and ozone machines collect toxic "junk" inside, so not having a case is not only no big deal, but a plus, especially for the person in charge of maintaining the machine!  As for the fan, a 20" box fan or a window fan creates over 1000 CFM cost under $20 and will do a far superior job of distributing the ozone and cooling the transfromers than a small 100 CFM AC Fan.

Th OG-K-14,440 ozone machine creats 14400 mg/h from two 7KV transformers and four high voltage ozone plates.  For shock treatments in rooms up to 1500 sq ft at room temperature.
